Q. Consider the following:
  1. Council of Ministers in the Union of India is collectively responsible both to the Lok Sabha and Rajya Sabha
  2. Prime Minister of India can be either from Lok Sabha or from Rajya Sabha
  3. The ministers are allocated portfolios by Union Cabinet
Which of the above statements is / are correct?

Answer: Only 2
Notes: Article 75(3) of our constitution incorporates the Principle of Collective Responsibility. This article says that the Council of Ministers shall be collectively responsible to "Lok Sabha". This means that if the Ministry loses confidence of the “Lok Sabha”, all ministers including those who are from Rajya Sabha have to go. The entire ministry is obliged to resign. This is called “Rule of Collective Responsibility”. Losing confidence of the Prime Minister leads to dismissal by the President.
