The Indian Councils Act 1892 was partially basedon the scheme of Dufferin, the then viceroy. He had formed a committee for drawing a plan for the enlargement of the provincial councils and enhancement of their status. Though the Secretary of State did not agree to introduction of the principle of direct election, the principle of representation by way of indirect election was accepted with some limitations. The Act was a trimmed version of his scheme.
