The Nehru Report was released on 10th August 1928, ahead of Simon Commission's report. The action was taken to demonstrate that Indians could reach a consensus and draft their own constitution. The report framed a new dominion status constitution for India within the British Commonwealth, providing for internal self-governance. The proposal, however, was dismissed by most leaders of the Muslim League, including Jinnah. The report indicated the next immediate step for India was to attain dominion status, becoming a federation with a sovereign two-chamber parliament.
