2006. Along with this act, 73rd Constitutional Amendment Act,1992 of the Indian Constitution was also passed. The act was passed to strengthen the three tier PRI system in the state. The three-tier PRIs in Bihar consist of the Gram Panchayat at the lowest level, Panchayat Samiti at the block level and Zila Parishad at the district level. The ‘Panchayat’ system has been the backbone of rural economy in India for a long time. The basic philosophy of PRI is decentralisation, where the villagers are allowed to think, decide and collectively act for their own well-being in an institutionalised manner.
