Notes: An all party conference was called in February 1928 to give a proper reply to the challenge of Lord Birkenhead’s challenge of producing an agreed constitution. A sub committee was set up under the leadership of Motilal Nehru to draft the constitution. The report of the committee was finalized in August 1928. The majority favoured “Dominion Status” and some parties demanded “Complete independence”.
