Notes: Dunkel Proposals are related to the Uruguay Round of the General Agreement on Tariffs and Trade (GATT).  The Uruguay Round was the 8th round of multilateral trade negotiations (MTN) under the GATT. It took place from 1986 to 1993 and involved 123 countries.  The Uruguay Round was the largest international trade negotiation ever.  In December 1991, the director-general of the GATT presented the Dunkel Draft. The draft compiled the results of the negotiations and provided a solution to issues where negotiators could not agree. The draft covered agriculture and all other areas under negotiation in the Round.  The GATT was a legal agreement between many countries to promote international trade. It was signed by 23 nations in Geneva on October 30, 1947. It remained in effect until January 1, 1995. The World Trade Organization (WTO) was established as part of the Uruguay Round Agreements. The WTO is the successor to the GATT.
