Notes: Two Home Rule Leagues started in 1915-16, one under the leadership of Lokamanya Tilak and the other under the leadership of Annie Besant and S. Subramaniyam Iyer. So, statement 1 is correct. In June 1914, WWI broke out in which Britain was a major player. Many of its colonies like India joined the war mistakenly assuming that Britain would be grateful and repay India's loyalty with gratitude and enable India to take a long step forward on the road to self-government. But, many Indian leaders realized that a mass movement was necessary to create enough pressure on the British government. But, this mass agitation could not be carried out under Indian National Congress, which had become, under the moderate leadership a passive political organization. So, statement 2 is incorrect. The Home Rule Leagues worked and carried out propaganda all over the country in favour of the demand of ‘Home Rule’ or ‘Self-government’ to India after the world war on the lines of self-government given to other colonies like Australia and South Africa.Complete independence was demanded only after the ‘Purna Swaraj’ resolution was passed in the Lahore Session of Congress.
