Performance Grading Index for Districts (PGI-D)

On June 27, 2022, Department of School Education and Literacy (DoSE&L) of Ministry of Education (MoE) released the “Performance Grading Index for Districts (PGI-D)” report for the year 2018-19 and 2019-20.

What is PGI-D report?

  • PGI-D assesses the performance of school education system at District level by formulating an index for comprehensive analysis.
  • As per PGI-D 2019-20 report, around 3 districts of Rajasthan have scored over 80 per cent in school education performance. These districts have achieved ‘Utkarsh’ grade (second highest grade).
  • In 2019-20 & 2018-19, none of the districts attained highest grade Daksh. Thus, there is a scope for districts to improve their performance further, in future years.
  • 3 districts from Rajasthan namely Sikar, Jhunjhunu and Jaipur achieved the second grade.
  • Number of districts in the Atti-Uttam grade (third grade) increased from 49 to 86 during 2018-29 and 2019-20.

Background

Indian Education System is the largest system worldwide, with 15 lakh schools, 97 lakh teachers, and 26 crore students. Department of School Education and Literacy had launched the “Performance Grading Index (PGI)” for States. It then released its report for 2017-18 to 2019-20. Following the success of State PGI, an 83-indicator-based PGI for District (PGI-D) was also formulated, for grading the performance of districts across school education.

How is data filled by districts?

Data is filled by the districts through online portal. The PGI-D will help the state education departments in identifying gaps at district level and improving their performance in decentralized manner. It will reflect the relative performance of all the districts in uniform manner, which in turn will encourage districts to perform better.

Structure of PGI-D

PGI-D comprises of total weightage of 600 points, across 83 indicators. These points have been grouped under six categories namely, Effective Classroom Transaction, Outcomes, Effective Classroom Transaction, School Safety & Child Protection, Infrastructure Facilities and Student’s Entitlements, Governance Process and Digital Learning.
