ILP System

ILP system or inner line permit system is a mechanism used to restrict movement of people in areas near the Indian border. A formal permit called the inner line permit is required to visit or stay in states covered by the system. The permit is issued by the concerned state governments. The system was introduced in 1873 under the Bengal Eastern Frontier Regulation of the colonial government. Arunachal Pradesh, Mizoram, Nagaland and Manipur are covered by this system. Recently, the Uttarakhand government sought the withdrawal of the system from its Niti Valley region.
