Civil Accounts Day – 2023

The Indian Civil Accounts Service (ICAS) celebrated its 47th Civil Accounts Day on March 1, 2023. The occasion marks the establishment of the ICAS in 1976, separating the maintenance of accounts of the Union Government from audit. Let’s explore this day and the significance of ICAS in detail.

Foundation of the Indian Civil Accounts Service

The ICAS was founded in 1976 after separating the maintenance of accounts of the Union Government from audit. The President’s promulgation of Comptroller and Auditor General’s (Duties, Powers and Conditions of Service) Amendment Ordinance, 1976, and Departmentalisation of Union Accounts (Transfer of Personnel) Ordinance, 1976 enabled the separation. The ICAS was established to ensure an effective, credible, and responsive system for budgeting, payment, accounting, and pension disbursements while promoting professional integrity and competence.

Responsibilities of the Indian Civil Accounts Service

The ICAS is responsible for maintaining the accounts of the Union Government, including managing the receipts and disbursements of public funds, authorizing payments, and managing pensions. The organization also ensures compliance with the financial rules and procedures and provides advice and guidance on financial matters to the Union Government. The ICAS aims to promote transparency, accountability, and efficiency in public financial management.

Transition to Electronic Systems

Over the years, the ICAS has transitioned from manual to electronic systems, with the Public Financial Management System (PFMS) providing various value-added services for the government. The PFMS has integrated daily, monthly, and annual accounting processes, making financial management more efficient and transparent. The system has also enabled real-time monitoring of financial transactions, helping in the timely detection of discrepancies.

Significance of the Civil Accounts Day

The Civil Accounts Day is celebrated to recognize the contributions of the ICAS towards maintaining the accounts of the Union Government effectively and efficiently. The day serves as a reminder of the importance of transparency, accountability, and professionalism in public financial management. It is also an occasion to acknowledge the efforts of the ICAS in modernizing financial management through the use of technology.
