The Recycling of Ships Bill, 2019 passed in Parliament

This Bill will have far reaching effects in Indian ship recycling industry.  The existing Ship breaking code (revised), 2013 and the provisions of the Hong Kong convention, 2009 are merged in this bill.  As India is a leader in the global ship recycling industry (30%), it will set global standards. Ships to be recycled in India will need to obtain a “Ready for Recycling Certificate” as per the Hong Kong convention.  A large number of ship recycling plots are emerging and obtaining Statement of Compliance (SOC) with Hong Kong Convention, especially at Alang in Gujarat. The Important benefits of the bill are:

  • It will ensure global standards for environmentally-friendly recycling of ships
  • It will ensure adequate safety of the yard workers, boost employment and business opportunities;
  • It will increase the global ships entering Indian shipyards for recycling;
  • It will strengthen India’s position in this industry;
  • It will raise the brand value of Indian Ship Recycling Yards;
  • 10% of the Country’s steel needs will be met;
  • It will be recycled only in authorized facilities as per international standards;
  • It will aid in increase of the Country’s GDP.
