Registration of Overseas Voters
Sushil Chandra, India’s Chief Election Commissioner (CEC) has urged the members of the Indian Community who are staying abroad to register as Overseas Voters. The extension of the Electronically Transmitted Postal Ballot System (ETPBS) facility to the overseas Indian voters is also being contemplated.
Overview:
- A delegation that was led by the CEC visited Mauritius and South Africa.
- Meetings were held with the Election Commission of Mauritius and South Africa during this visit.
- Sushil Chandra also interacted with the large Non-Resident Indian (NRI) community in both countries.
- He said that the number of registered overseas voters is very low and urged the Indian community in Mauritius and South Africa to register as overseas voters with the ETPBS facility contemplated being extended for the NRIs.
About Electronically Transmitted Postal Ballot System
Through the ETPBS the service voters are able to cast their vote via a postal ballot received electronically from their preferred location that is outside their original voting constituency. Service voters include individuals who are working in central forces under the arms act and the government officials who have been deployed in embassies outside the country. The ETPBS has been developed by the Election Commission of India in cooperation with the Centre for Development of Advanced Computing (C-DAC).
Security System
This system has two layers of security. First is the OTP (one-time-password) that is required for downloading an electronically transmitted postal ballot file that is encrypted. Also, a PIN is required to print, decrypt, and deliver the ETPB.
