Muscat Ministerial Manifesto on AMR

The World Antimicrobial Awareness Week 2022 concluded on November 25, with the endorsement of the Muscat Ministerial Manifesto on AMR by several countries at the Third Global High-level Ministerial Conference on Antimicrobial Resistance (AMR). The theme for the conference was “The AMR Pandemic: From Policy to One Health Action”.

What is the Muscat Ministerial Manifesto on AMR?

  • The Muscat Ministerial Manifesto on AMR outlines three global targets:
  1. Minimising the amount of antimicrobials used in agrifood systems by at least 30 to 50 per cent by the end of this decade.
  2. Bringing an end to the use of medically important antimicrobials for growth promotion in animals and ensuring the use the critically important antimicrobials only for human medicines.
  3. “Access” group antibiotics – a category of antibiotics that are affordable, safe, and having low risk of antimicrobial resistance – must represent at least 60 per cent of overall antibiotic consumption in humans by 2030.
  • The Manifesto aims to revamp and effectively implement the National Action Plans (NAP) for AMR.
  • It also seeks to strengthen surveillance systems for antimicrobial resistance.
  • It  calls upon the Quadripartite organisations – the Food and Agriculture Organization of the United Nations (FAO), the UN Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH) – to provide guidance and technical support to countries to help them achieve the goals related to AMR.
  • It also calls on different stakeholders in human health, animal health and environment to collaborate to implement antimicrobial resistance-related national action plans, through appropriate engagement of civil society, private entities and public-private partnerships.
  • It also recommends the mobilization of financing, both from public and private sources, for the implementation of NAP-AMR, boosting access to innovations (antimicrobials, vaccines, diagnostics, waste management tools, and alternatives to antimicrobials) and the development and implementation of innovative and safe infection prevention and control practices.
