In 1992, six erstwhile soviet Union nations,i.e, Russia, Armenia, Tajikistan, Uzbekistan, Kyrgyzstan and Tajikistan formed the collective security treaty, through the “Tashkent Pact”. Azerbaijan, Belarus and Georgia joined a year after.

So the correct answer to this question will be -China
