Apex Court discusses ‘voluntary code of conduct’ for Cabinet Ministers

The Supreme Court is examining if additional restriction should be put on public functionaries’ right to freedom of speech and expression. The apex court’s discussion of arguments on whether Cabinet Ministers at both the Central and State levels should have a “voluntary mode code of conduct”  was made before the five-judge Bench led by Justice Arun Mishra. Senior Advocate Kaleeswaram Raj argued before the apex court, “The code of conduct should reflect constitutional morality & values of good governance.  For ensuring democratic accountability, the acts of the public officers are subjected to better public scrutiny.
