Panchayat Empowerment and Accountability Incentive Scheme (PEAIS)

PEAIS is a Central Sector Plan scheme which is 100% centrally funded. The scheme aims to:

  • Incentivize states for devolving funds, functions, and functionaries (3Fs) to Panchayats.
  • Incentivize Panchayats to put in lace accountability systems to make their functioning efficient and transparent.

Under this scheme, the state governments are ranked on a Devolution Index that measures the extent of devolution of 3Fs by States to Panchayats.
