In its determination to bring digitalisation to every Indian household, Digital Life Certificate or Jeevan Pramaan is another enabling mechanism launched by Government of India to benefit over a crore pensioners in the country. This is another major step towards self-certification.
Under the present system for payment of pension, every pensioner has to submit a life certificate in November every year to the respective bank to continue seeking pension without any delays. The government had eased the process by allowing the pensioners to submit the same at any branch of the concerned banks. In order to further ease the process Government of India launched Jeevan Pramaan or Digital Life Certificate based on Aadhaar Biometric Authentication. This will not only eliminate the need for pensioners to personally visit and submit the certificates but also ensure accuracy and timeliness in receiving pensions. The government has also opened a website jeevanpramaan.gov.in to facilitate the implementation of the scheme.
The Central Pension Accounting Office, Ministry of Finance, Government of India CPAO has made requisite amendments to the Scheme of Payment of Pensions to Central Government Civil Pensioners for effective implementation of scheme. The pensioner can send the link to his/her Digital Life Certificate by an email or SMS to the respective bank. The latter can obtain information about the same from the Jeevan Pramaan website and download the same by their core banking systems.
The pensioners are given three options to register with the website. It can be done at home if one has an established internet connection and a biometric device.
- He /she can visit the nearest common service centre and get registered online.
- He/she can visit the designated office and register.
- The app can be downloaded on smart-phone or laptop and then registration can be done.
One has to furnish personal details like name, address, Aadhaar number, pension payment order number, bank account number and branch details on the website. Post authentication a Pramaan ID will be sent on the mobile phone via SMS. Online registration is free of cost and needs to be renewed every year with only the biometric authentication.
The scheme will bring cheer to many faces who have to face undue delays and lapses in pension dispersal due to non-availability of life certificates. Latter can result due to inability to travel to the bank branch because of ill health, loss of certificate etc. Pension is the best security in old-age and becomes essential to a decent living. Introduction of Jeevan Pramaan has streamlined the process of getting the life certificate and reduced a number of obstacles which the pensioners had to hitherto face.
