District Level Advisory and Monitoring Committee (DLAMC)

In the last week of June 2016, the Ministry of Urban Development has approved the setting up of District Level Advisory and Monitoring Committees (DLMAC) and directed all state governments to constitute district level committees to monitor urban development schemes.

Objectives of DLAMC

These committees will review and monitor the implementation of schemes related to urban development viz. Atal Mission for Rejuvenation and Urban Transformation; Heritage City Development and Augmentation Yojana; Pradhan Mantri Awas Yojana – Housing for All (Urban) and Deendayal Antyodaya Yojana – National Urban Livelihoods Mission.

Apart from reviewing and monitoring the MoUD schemes, a DLMAC will facilitate coordination between government {centre/state} and implementation agencies; citizen engagement and also suggest midcourse correction in the implementation tools.
Other objectives include

  • Reviewing improvements in service level indicators of all urban local bodies (ULBS) in the district
  • Promoting intersectoral convergence of resources for projects.
  • Reviewing progress of reform implementation with special focus on e-governance and ease of doing business regarding construction permits.
  • Advise state and central governments regarding bottlenecks in implementation.

Composition

A DLAMC is made of a chairperson; Co-chairpersons; member secretaries and members.

  • The senior most Member of Parliament (MP) will be the Chairperson of the Committee. His / her appointment has to be done by State Government.
  • Two more MPs {at least one from Rajya Sabha and one from Lok Sabha} will be the Co-chairpersons.
  • The District Collector or Municipal Commissioner of metropolitan cities will be the Member Secretary.
  • Members of the district level committees will include:
    • Members of Legislative Assemblies from respective districts representing Urban Local Bodies (ULBs)
    • Mayors and Chairpersons of the ULBs
    • Chairpersons and Chief Executives of Urban Development Authorities in districts
    • Commissioners and Chief Executive Officers of ULBs
    • Senior officials from the Department of Public Health Engineering and other para-statal bodies such as the water and sewerage boards.

The committees will meet at least once in three months, and submit the Action Taken Plans to the states or UTs. The states and UTs will submit the consolidated reports to the Ministries of Urban Development, and Housing and Urban Poverty Alleviation.
