In 1978 he served under the then Chief Minister Sharad Pawar-led Progresssive Democratic Front and in 1999 under Chief Minister Vilasrao Deshmukh, when PWP allied with the Congress-Nationalist Congress Party. For the rest of his political career he remained in opposition.
Deshmukh has worked a lot for his drought prone constituency. He is credited for bringing water to his constituency through Tembhu lift irrigation project in Satara district. This step benefited the farmers in his constituency. He has lived a simple life throughout his political life. In September 2019 he made a statement about not contesting in 2019 Assembly elections which left his supporters disappointed.
