The memorial would be a 12 storey structure built entirely in the sea. The statue would be built at an estimated cost of Rs 3,600 crore. Besides the statue, the state government would also build a library, an amphitheatre, an aquarium, an IMAX theatre, guest rooms, a helipad, a hospital, etc.
