Home Ministry issues Guidelines for Lock Down 2.0

On April 15, 2020, the Ministry of Home Affairs launched revised guidelines for lock down 2.0. The second lock down, also called the smart lock down aims to consolidate the gains achieved by the first lock down. It is to be extended till May 3, 2020

Highlights

Under the smart lock down the public transport services, cinema halls, shopping complexes, educational institutions are all to remain closed. However, selected industrial activities especially those that are essential to maintain essential services are to be allowed to be functional from April 20.

Not more than 20 shall be allowed to participate in funerals. Also, social, political, religious and academic functions are banned.

Spitting is Offensive

The guidelines make the use of face masks at work places compulsory. Also, health care measures such as fines for spitting, provisions of sanitizers and thermal screening have been made compulsory.

SEZs

The industrial establishments operating in Special Economic Zones and Industrial Estates have been permitted. Coal mining and oil production are permitted.
