Hint: Language was the main factor that led to reorganization of Bombay and Madras. Another factor that led to reorganization of Bombay and Madras was economic development.
Social and cultural factors were responsible for reorganization of Assam and Punjab. For example, Punjab was created due to agitation of Akali-dal a Sikh dominated political party which leads creation of Punjab (Sikhs majority) and Haryana (Hindus Majority).
