Overview of Various Digital / E-Governance Initiatives

This article presents an overview of various initiatives of the current government towards digital / e-governance under Digital India umbrella.

E-Kranti / National e-Governance Plan (NeGP) 2.0

The UPA government had approved a National e-Governance Plan (NeGP), comprising of 31 Mission Mode Projects (MMPs) and 8 components in 2006. In 2015, this programme was modified as E-Kranti: NeGP 2.0. Currently, this programme has 44 Mission Mode Projects at various stages of implementation. Most of these pertain to delivery of government services via electronic mode. These projects are listed at this link.

The overall objectives of E-Kranti are to enhance government portfolio of citizen centric services to be delivered digitally;  to ensure optimum usage of information technology in governance; to leverage the latest and emerging technologies; to enhance cyber security; and so on.

TARANG, e-Trans & DEEP

These there initiatives are of power ministry. TARANG (Transmission App for Real Time Monitoring & Growth) is a mobile app and web based dashboard which monitors and tracks the inter-state and intra-state transmission projects to enhance accountability and transparency. E-Trans is a web platform for e-bidding and reverse auction of power projects. DEEP (Discovery of Efficient Electricity Price) is an e-Bidding portal for medium term (1-5 years) purchase of power, and  facilitate uniformity and transparency in the process of power procurement.

National Optical Fibre Network (NOFN)

It envisages connecting 2,50,000 gram panchayats in the country with optical fibre connectivity, bringing the benefits of broadband internet within reach of millions of people living in rural areas of the country. With this initiative, government aims to integrate the network and cloud infrastructure in the country to deliver services in electronic form even at the panchayat level.

My.gov.in

Mygov.in is a innovative platform whereby citizens can interact with government departments on a regular basis to provide feedback and suggestions.

Digital Locker

This has been launched to eliminate the need to carry the hard copies of the various certificates issued by states, municipal agencies, birth certificates, school and college leaving certificates, residence and marriage proof, and even PAN cards, and intends to make them available in digital form.

‘Early Harvest Programme’

Under this initiative, government aims to provide Public Wi-Fi hotspots facilities in cities with more than one million population, Wi-Fi facilities in all universities, biometric attendance and secure email services across all ministries and departments.

Public Financial Management System (PFMS)

It is a web-based online software application developed and implemented by the Office of Controller General of Accounts (CGA). Its primary objective is to track the funds released under all Plan schemes of GoI, and real time reporting of expenditure at all levels of Programme implementation.

Pradhan mantra Jan Dhan Yojana (PMJDY)

It is National Mission for Financial Inclusion. It envisages every Indian citizen above the age of 10 to open bank accounts. It aims to ensure access to financial services, namely, Banking/ Savings & Deposit Accounts, Remittance, Credit, Insurance, Pension in an affordable manner.

Pradhan Mantri Gramin Digital Saksharta Abhiyan

It is one of the largest digital literacy programmes in the world with an aim to make 6 crore rural households digitally literate. Under the scheme, government aims to provide training to 25 lakh candidates in the FY 2016-17; 275 lakh in the FY 2017-18; and 300 lakh in the FY 2018-19.

Paygov India

Under this initiative, Department of Electronics and Information Technology (Deity), Govt. of India has collaborated with NSDL Database Management Limited (NDML) for facilitating all government departments to collect online payments from Citizens for various services provided by government.

National Voters Service Portal (NVSP)

The National Voters Service Portal (NVSP) is a national portal which provides all service relating to voter ID card, access the electoral list, apply online for corrections in voter’s card, view details of Polling booth, Assembly Constituency and Parliamentary constituency, and get the contact details of Booth Level officer, Electoral Registration Officer, etc.

The National Mission on Education through Information and Communication Technology (NMEICT)

It is a Centrally Sponsored Scheme which aims to provide connectivity, along with provision for access devices, to higher education institutions and learners in various universities. It aims to bridge the digital divide between rural and urban India.

National Super Computing Mission (NSM)

It aims empowering academic and R&D institutions in the country by connecting them with a grid of over 70 high-performance computing facilities. The mission is being implemented by the Department of Science and Technology and Department of Electronics and Information Technology (DeitY) through Centre for Development of Advanced Computing (C-DAC) and Indian Institute of Science (IISc), Bangalore.

Mother and Child Tracking System (MCTS)

It is a web portal to monitor and ensure delivery of full spectrum of services to all pregnant women and children in the country. It is being implemented countrywide with active involvement of States/UTs. The system has been synchronised to Central Plan Schemes Monitoring System to provide Janani Suraksha Yojana (JSY) payments electronically into the beneficiary’s bank account.

National Knowledge Network (NKN)

It aims to bridge the gap between rural education, urban education and International education by interconnecting all universities, government as well as private institutions of higher learning and research with a high speed data communication network in the country.
