What do you mean by Eminent Domain?

It is regarded as an inherent right of the state, an essential incident of its sovereignty, to take private property for public use. This power, known as Eminent Domain, depends on the superior domain of the state over all property within its boundaries; it is supposed to be based upon an implied reservation by the state that property acquired by its citizens under its protection may be taken, or its use controlled, for public benefit irrespective of the wishes of the owner.
