I have doubt in the first question. Money bill can originate only in Lok Sabha not in legislative assembly. Correct me if I am wrong. These questions are like gems.

How can parliament of india make laws regarding state list?? I am not even sure about concurrent list... parliament have to consult state legislatures... right.. ??

Please review your answer to 1st quesion http://en.wikipedia.org/wiki/Money_bill#India page says only Lok and Rajya sabha is involved . Who is correct?

That is correct. But the Money Bill related to state Governments such as Rajasthan, UP and Haryana, originate in Legislative assemblies. So given answer is correct.
