First statement is correct. The Supreme Court in Kesavananda Bharati case (1973) said that Constitutional amendment can be challenged on the grounds that it violates a fundamental right that forms a part of basic structure of the constitution. Second statement is also correct. In recent years, there has been continuous demand for Delhi to be granted statehood; for this to happen, Parliament needs to amend the Government of National Capital Territory Act.
