The Mahila Samakhya Scheme was started in pursuance of the objectives enshrined in the National Policy on Education (NPE), 1986 to initiate a programme for the education and empowerment of women in rural areas, particularly those from socially and economically marginalized groups. The scheme is currently being implemented in eleven States viz. Andhra Pradesh, Assam, Bihar, Jharkhand, Karnataka, Kerala, Gujarat, Uttar Pradesh, Uttaranchal, Madhya Pradesh and Chhattisgarh.
