Law of Torts: Meaning of duty towards people generally

A tort is a violation of right in rem, i.e., of a right vested in some determinate person, either personally or as a member of the community, and available against the world at large. In tort, duty is towards people generally since tortious duties are not dependent or subject to consent or agreement of the parties, duties are not merely towards particular or specific persons, but they are towards people generally.
