As per the Constitution of India, a new All India service can be instituted with only on the initiative of Rajya Sabha. Article 312 of the constitution says
"Notwithstanding anything in [Chapter VI of Part VI or Part XI], if the Council of States has declared by resolution supported by not less than two-thirds of the members present and voting that it is necessary or expedient in the national interest so to do, Parliament may by law provide for the creation of one or more all India services [(including an all-India judicial service)] common to the Union and the States, and, subject to the other provisions of this Chapter, regulate the recruitment, and the conditions of service of persons appointed, to any such service."

Zero Hour is the Indian innovation in the field of parliamentary procedures and has been in existence since 1962.  Zero hour, called so because it begins at 12 :00 noon. However, it does not find mention in the rules of procedure. During zero hour, questions are asked about issues of public importance wihtout prior permission. These question are usually directed against individual ministers.

Section 29A of Representation of People Act, 1951 says-  Registration with the Election Commission of associations and bodies as political parties. — 1. Any association or body of individual citizens of India calling itself a political party and intending to avail itself of the provisions of this Part shall make an application to the Election Commission  for its registration as a political party for the purposes of this Act.

National Commission for Minority Educational Institutions (NCMEI) has issued minority status certificates to 3956 educational institutions till 28.2.2011. All Minority Educational Institutions are entitled to exercise rights enshrined in Article 30 (1) of the Constitution. (Ministry)

The PMNRF is audited by an independent auditor outside the Government. M/S Thakur Vaidyanath Aiyar & Company, Chartered Accountants are the auditors as of now. CAG has not been given rights to audit private cos.
