Is legislation giving wide power without indicating any policy violate the right to equality under Article 14 of the Indian Constitution?

A legislation may be set aside as violation of equality under Article 14 of the Indian Constitution if it gives a wide power to the executive to select cases for special treatment without indicating any policy. Generally, the provisions which lay down policy are upheld while those provisions are invalidated which fail to give such guidance.
