Fifth plan (1974-1979)
1. Stress was laid on employment, poverty alleviation, and justice.
2. A national Programme for minimum needs including elementary education , safe drinking water , health care , shelter for landless etc. was launched.
3. A growth rate of 4.4 % was targeted and 5.2 % was achieved.
4. The plan also focused on self-reliance in agricultural production and defense.
5. In 1978 the newly elected Morarji Desai government rejected the plan.
6. Electricity Supply Act was enacted in 1975, which enabled the Central Government to enter into power generation and transmission.
