    Sir, What is a regular govt? How is it different from incumbent Govt?
    It is mentioned under Interim Budget.

      Hello Pooja, incumbent is one that is in office. If a Lok Sabha election is coming soon, the government would go for an interim budget so that a full budget can be passed after formation of new government. However, this is not a rule. Immediately after the new election, the new government may also choose to first present an interim budget.
