Can government impose a prior restraint on publication of defamatory material against its officials?

In R. Rajagopal v. State of Tamil Nadu Supreme Court has ruled that neither the State nor its officers have any authority in law to impose any prior restraint on publication of any material in the press on the ground that it is defamatory of the State or its officers. Their remedy arises only after publication by way of suit for damages for defamation.
