Draft of Seventh Plan was approved on November 9, 1985 by the National Development Council. It was a part of a perspective plan for the period of 15 years. Apart from on a 15-year period of striving towards steady growth, the 7th Plan was focused on achieving the pre-requisites of self-sustaining growth by the year 2000. The Plan expected a growth in labor force of 39 million people and employment was expected to grow at the rate of 4 percent per year.

Jawahar Rozgar Yojna was initiated in the last year of seventh plan on April 1, 1989.
Main Objectives:
The main objectives of the 7th five year plans were to establish growth in the areas of increasing economic productivity, production of food grains, and generating employment opportunities.
1.Emphasis was laid out on Decentralization of planning and full public participation in development.
2.The maximum possible generation of productive employment.
3.Removal of poverty and reduction in income disparities.
4.Self sufficiency in food production and higher level of consumption particularly in education, health and other amenities.
5.Improved degree of self reliance through export promotion. More competitive of industry.
6.Emphasis on implements of land reforms
7.Timely delivery of key inputs to farmers
8.A coordinated approach to irrigation drainage, and land use manage of multiple cropping.
